Jim Peters Mayor of Adel

(Republished from the July 2011 Newsletter)

Jim Peters Mayor of Adel IowaA significant part of any community is it’s leadership. For over twenty years, Jim Peters has served Adel as councilman and Mayor.

We got a chance to visit with him and hear about his love for the community and his drive to remember ADM Alumni who gave their all.

With his trademark salt and pepper ponytail, suit and bow tie, he fits the image of a Mayor who has the community’s best interest at heart. Jim is quick to give an ear as he listens attentively to every side of an issue.

Jim is the third member of his family to have the name James Peters, his grandfather, also named James, was the mayor of Perry.

As a child, his parents moved to Adel to run a local drive-in. His first friend upon moving to Adel was Van Harden, who lived across the street.

It’s a friendship that continues to this day. Jim presented the honorary “Keys to the City” to Van at Van’s 59th birthday party as Van broadcast his “Van & Bonnie Show” from the ADM High School.

During school one of his mentors, coach Stan Norenberg, inspired Jim to give his all.

Upon graduation in the seventies, Jim enlisted in the Navy during the Viet Nam conflict. He lived in L.A. with relatives while he was stationed there. It was an opportunity to see life in many different parts of the world.

After the Navy, he worked in Chicago where he met his wife Pam. In the early 80’s they moved with Grant their son, back to Adel. Pam had fallen in love with the community as much as Jim had.

His interest in community affairs prompted him to take a seat on the City Council. A few years later he was elected Mayor. If you’ve ever attended a council meeting, you’re aware that emotions can run high as issues are discussed.

One of his first duties as Mayor was to institute rules of conduct during the meeting. This code has served him well as he listens to each side of an issue. Sometimes tough decisions are made, but he still follows up with both sides.

Jim works days at Wells Fargo, a job that brings him back to Adel several times a week. He’s also a founding member of the ADM Alumni Association where he serves as Treasurer.

As a self appointed advocate of Adel, Jim still remembers every house he lived in and every one of his class mates. Ask him about former alumni accomplishments and you’ll need to pull up a chair.

In August Jim can be found presenting awards to the ADM Alumni Inductees. The next day you’ll find him at the Annual Sweet Corn Festival and the Alumni Golf tournament.

The annual “All Class Reunion” is one of those events he looks forward to all year so that he can reconnect with fellow classmates.

Jim Peters Mayor of Adel Iowa

Jim Peter with the KIA Memorial at the Adel High School.

Having served during Viet Nam, Jim felt a duty to honor those ADM alumni that gave their all during that conflict. When he presented the idea, it naturally developed into also remembering those who had been Killed in Action during World War II and the Korean Conflict.

During his research he visited the families of the eight men who had fallen while serving. He assembled photos, clippings and family information into a KIA memorial to honor them.

Each soldier has a large 2′ x 3′ display. That memorial is located in the front lobby of the ADM High School. A special service was held to honor Adel’s heroes. The service brought former servicemen who traveled from across the nation to Adel to honor those they had served with.

He considers it one of his greatest honors to remember those young men.

Rosetta “Rosie” Peters
January 27, 1927  –  December 10, 2022

“Rosetta Marie Peters, 95, passed away peacefully at the Taylor House surrounded by her family.

Visitation will be held on Tuesday, December 13, 2022 at the Faith Lutheran Church in Adel from 3:00 to 6:00 p.m., with family present from 4:00 to 6:00 p.m.

A funeral service will take place at 10:30 a.m., Wednesday, December 14, 2022 at the Panther Creek Church of the Brethren in Rural Adel. A private family burial will take place at a later date. Online Condolences may be expressed to the family at www.caldwellparrish.com.

Rosetta (Rosie) was born on January 27, 1927 in Marshalltown, Iowa to Tiberius Ulysses (T.U.) and Elta Schaefer Reed.  She was the youngest of four kids TU and Elta raised.

Her dad was a traveling pastor and would fill in at a church on an interim basis. As a result, Rosie attended the following six schools while growing up: Washington Township in Dallas County, Maxwell schools, Colfax #2 – a one-room school in Dallas County, a one-room school in Clarke County, Osceola High School and eventually graduating at age 17 from Linden High School in 1944.

She attended McPherson College in Kansas for her freshman year.  It was during WWII and the area was short on teachers.  At age 18, she was recruited to teach in a one-room schoolhouse near Marquette, Kansas.

Rosie returned home, lived in Des Moines and worked at Central Life Insurance Company.

In 1947 she headed west where she lived and worked in Pasadena, California. Her high school sweetheart, Darrell Peters, missed her so much, he and his friend, Theron “Pud” Barnett hitched a ride to California to bring her home.

Darrell asked Rosie to marry him and she accepted, however, Rosie being nine months older, Darrell’s mom, Mildred Peters, had them wait until they were both the same age.  Darrell turned 20 on October 5th and they were married one week later, October 12, 1947.

Rosie and Darrell farmed in Dallas County until his health conditions caused them to move from the farm and into town.

In 1955 they bought the Maid-Rite in Adel and ran it until 1962.  Rosie worked at the Iowa Power and Light (IPALCO) customer service office in Adel for three years.

In 1965 Rosie became the secretary to the Adel High School principal, Mr. Bly. When Mr. Norenberg became principal in 1970 she continued as his secretary until 1977.

After three years as a real estate agent Rosie worked at the License Plate division of Iowa Department of Transportation until she retired in 1992.

Rosie enjoyed gathering with the morning coffee gals, hosting family gatherings, church activities, her exercise classes at Dallas County Hospital, following the grandkids and great-grandkids activities and many summers at Happy Acres / Diamond Head Lake.

Some of Rosie’s life highlights were: chaperone to Mr. Niemeyer’s Adel Tigerette athletic teams from 1965 – 1977; tandem skydiving for her 80th birthday (2007) in Eloy, AZ; making quilts for her grandkids; and at Christmas making date roll from her mom’s recipe for her nieces and nephews.

She was preceded in death by her parents, her husband, Darrell, siblings Eva (Verle) York, Cecil (Helen) Reed, Walter Reed, Harlan Reed (at birth) and sister-in-law Dolores (Roger) Horn.

She is survived by her sons Jim (Pam) Peters of Adel and Jon (Kim) Peters of Panora; grandson Grant (Nicki) Peters, great-grandsons Corbin (6) and Crew (3) of Urbandale; Granddaughter Kristie (Justin) Schaul, great-granddaughters Finley (13) and Reese (10) of Adel; Granddaughter Kelsey (Scott) Hughes, great-granddaughters Ellie (12), Kilee (11) and great-grandson Ray (9) of Perry; sister-in-law Dorothy Kelly Reed of Vermillion, SD; many nieces and nephews; and many friends in Adel, throughout the country and in Germany.

The family would like to thank the Taylor House staff who cared for Rosie during her final days.

Memorial contributions may be directed to the Panther Creek Church of the Brethren, 24529 J Ave, Adel, IA  50003 or a charity of your choice.

About the Firemark Award:

While fires are riddled with chaos and tragedy, they also spotlight the tremendous good displayed by our nation’s firefighters – good that is embodied by the selfless deeds of brave men and women who enter burning homes to save victims, or devote countless hours to educating families on fire prevention.

Liberty Mutual honors America’s firefighters with the Liberty Mutual Firemark Award. They are presented in two categories: the Liberty Mutual Firemark Award for Heroism and the Liberty Mutual Firemark Award for Community Service and Public Education.

History of the Firemark Award

Twenty years ago, Liberty Mutual began a local award program to recognize firefighters throughout the country who best represent their communities through courageous acts and who best demonstrate the firefighter’s selfless spirit.

Our award took its name from the “firemark” – a leaden plate in the form of a phoenix rising from the ashes, which American fire offices in the 18th and 19th centuries used to mark the houses they insured.

To this day, the firemark remains to us a symbol of the valor and selfless spirit of thousands of men and women – career and volunteer – who safeguard their communities.

About Liberty Mutual’s Commitment to Fire Safety

Liberty Mutual has more than 400 offices around the country that work closely with fire departments, schools and community organizations to conduct a variety of safety programs; many of which focus on fire prevention. We also invest significant resources into training our claims professionals and customers about fire safety and suppression systems.

In addition, Liberty Mutual has undertaken one of the nation’s most ambitious fire education initiatives: A 4,000-plus square-foot exhibit called “Where’s the Fire?”TM, located at Epcot® at the Walt Disney World® Resort in Florida.

Designed by Walt Disney Imagineering, Liberty Mutual, and the U.S. Fire Administration, “Where’s the Fire?” features an interactive game that challenges families to investigate a house for fire hazards by using a high-tech safety light that points out dangers.

And younger children can enjoy the exhibit’s “Play it Safe” house, where they learn about escaping house fires, creating family meeting places, and never hiding from firefighters.

Liberty Mutual also advocates fire safety through BeFireSmart.com, where parents will find vast resources to help them teach their families about fire safety and to prevent home fires from occurring.

The website includes games, room-by-room hazard checklists, interactive fire safety quizzes and a tool to build your own fire escape plan. The fast and fun kids’ section also features a downloadable coloring book that tells a story about the importance of never hiding from a firefighter during a fire.

Open Letters on the November 4th Dallas County Propositions

Dallas County Court House - Adel, Iowa

As the November 4th Elections approach, we’ve received two letters from Adel City Council members on their positions concerning ballot Proposition A and Proposition B.

Additional information concerning the proposed Dallas County Sheriff’s Office – Law Enforcement Center and the proposed Dallas County Admin Facilities located here.

Editor

 ———

Dear Editor,

Next Tues voters have the opportunity to support construction of a new County Administration Office Building and a new Public Safety Building / Jail. Both facilities are needed and I would urge the public to turn the ballot over and on the back VOTE YES on both measures.

The administrative offices will be located in Adel just across the river heading west on the north side of Highway 6 / Hickman Road. The facility will make it convenient for the public to conduct business with most of the elected officials under one roof; and will replace the “checkerboard” of building folks have to visit to conduct county business today. And, it will reduce the county’s rental / lease expense by approximately $200,000 annually.

As Mayor of Adel I worked with Supervisor Chapman to select the proposed administrative building site. There were four non-county owned properties that needed to be acquired. Options to purchase have been secured for three of the properties, and the final property, American Concrete, is supportive of the project and working to relocate to make room for the administrative offices.

Some might think why didn’t the Supervisors use the old Adel High School building in the middle of town? Well, the main reason is it was never available. The ADM School District will be remodeling the building and using it for administrative offices. All things considered the planned location for the county administration building is best for the citizens of Dallas County.

It has been asked of the Supervisors, “What if the bond issues do not pass?” I am not sure what action will be taken, but we can all be assured of two things: 1) the space problem will not go away, and 2) it will be more expensive to solve it than what is currently proposed.

I urge Dallas County residents to vote YES on November 4th.

Jim Peters, Mayor
Adel

 ———

October 14, 2014
Dear Editor:

Many of you may recall that I opposed the Dallas County bond initiative a little over a year ago.  I did so because of the proposed location, which was some 2 miles east of Adel’s traditional city limits.  Moving county operations far from our historic downtown square would have negatively impacted our local business community.  I did not question the need for more space for the County, especially since the Court system will eventually consume the entire space in our current court house.   As Iowa’s fastest growing county it is imperative that the County officials address the increased needs of our citizens both now and into the future.

The County has worked with the City to develop a new plan that addresses my earlier concerns.  This time the proposed Administration Facility would be located just west of the Raccoon River on the north side of U.S.  Highway 6.  Much of that land is already owned by the County and a new office building located in that area would certainly enhance the appearance for that entrance to our City.

The Sheriff’s Office/Law Enforcement Center would be located on County owned land east of the traditional Adel city limits in the area commonly known as “Ortonville”.   The need for a new jail is driven by explosive Dallas County growth.  The current jail can house a maximum of 48 prisoners and jail statistics indicate a need for 90.  Inmates in excess of the current capacity are sent to Polk County for confinement.  This adds to the cost of confinement as well as staff and related costs to transport the prisoners to and from that facility.

Please visit the county’s informational website and check out greater details about two bond proposals on the ballot this year.  You can find it here:  http://www.dallascountybond.com/

I support a “YES” vote on these important projects for Dallas County’s future, and hope you will too.

I’ve lived in Adel most of my adult life; I am married to Al Manning and we have 2 daughters and 3 wonderful grandchildren. Our daughters also graduated from ADM.

Q. How did you become involved with the Association?
A.
From day one, I’ve had a great desire to stay in touch with classmates from all the classes around me. A group of us got together one year to have an 11 class reunion. Founding president Becky Peters McChurch brought us the dream of becoming an association.

Q. Why was the Association started?
A. Our purpose is to keep alumni informed, aid in the preservation of school district archives, advocate special projects, support and promote alumni events, and to promote a sense of community.

Q. Who is on the Board?
A. Jim Peters – Treasurer, Kris Manning – President, Nicole Nielsen, Barb Trier, Melody Marshall, Ron Gilliland, Lynn Loynachan, Dick Wicks – Vice President, Nate Hawkins, Tana Belgarde, Barb Wicks – Secretary, Dave Moyer, and Kristi Fuller.

Q. What projects/ events happen throughout the year?
A. It seems like every year brings a new interest. We’ve looked into preserving the old primary building (cost prohibitive) and capturing all of the old composites from destruction.

We’re creating a display at the new school commons which houses all of the graduating class pictures then creating a book for people to have. We are gathering yearbooks from all years and having those scanned.

We are now looking into honoring graduates of Adel, DeSoto and Minburn who were veterans killed in action.

Q. How have the class reunions changed?
A. At one time there were individual class reunions for each class. We now hold All-Class Reunions so that Alumni of all ages can celebrate together.

There are also more people attending. With our ability to provide class liaisons with a class list and our updated address database, plus our publications, the interest and involvement has grown exponentially.

Q. Do you have any events coming up?
A. Absolutely! Friday, August 13th is our great day of gatherings.

We start the morning at 9am with the ADM Alumni Golf Outing at the River Valley Golf Course in Adel.

At 4pm we will have the All-Class ADM Alumni Reunion at the 7-8 School Commons with dinner being served by the ADM After Prom Committee.

We finish the day at 7PM with more members inducted into the ADM Athletic Hall of Fame in the auditorium.

Q. Tell us about your new website.
A. This has been long on the desire list. We needed an opportunity to have local expertise get us launched so we could manage the website ourselves.

We worked with local Adel business, G.Rafics Inc., and it has been a wonderful experience for us. We want lots of alumni and school associates to visit the website and see what is happening!

Q. How can I become a member?
A. Sign up at the new website, www.admalumni.com. You can join for a mere $10 – $15 if you are an Alumni couple. We will also accept any donations. Membership fees are applied to the annual projects mentioned above and 2 times a year we have a newsletter mailing.

Q. What’s the most important reason to join the ADM Alumni Association?
A. You are investing in the legacy! We use the funds to capture history for a group of Alumni who have come to appreciate the fact that they were privileged to attend a great school, with great teachers, and great education for our future.

(An open letter to retiring Adel Police Chief, Jim McNeil – Editor)

On behalf of the city council, staff, and the citizens of Adel I would like to express my sincere appreciation and deepest sense of gratitude for your 29 years of dedicated service to the City of Adel.

Although you are departing while I am still in office, I have always told you that you would be my legacy. I can honestly say that during 24 years as mayor, hiring you as Chief of Police was the best decision I have ever made as measured by the positive impact your service has had on the city.

You have the respect of your staff, other law enforcement peers and the public. This respect was earned through your leadership, reliability, expertise and the ability to follow through. This respect also translated into trust… the trust that you would always be consistently fair and firm… and you have been.

During your tenure the professional-ism of the department has been elevated through facilities, equipment and training. You increased the police office space by five times what it was and provided the department better working conditions. The vehicle fleet has transformed from four door sedans to SUV’s with the accessories, equipment and resources to compete with other police departments. And, most importantly, you increased your staff’s wages to make them competitive in the market place which helped reduce department turnover.

In your role of disaster coordinator you have seen us through our most common disaster – flooding. Next to the flood of ’93, the ’08 flood was the city’s biggest test. The mitigation efforts you put in place, including the berms throughout Kinnick – Feller Park and the portable dike system at the track / football field area gave residents there a feeling of security knowing you were in charge and flood damage would be held to a minimum.

And, of course, the McNeill spillway (by your design) near the dam and water plant where a permanent mitigation effort requires no sandbagging for most of our flood events. This properly designated spillway is your lasting legacy for flood protection in that part of the city.

And finally Chief, you have always, always looked out for the best interest of the city. Many times you have assisted staff in an open way, or other times, quietly behind the scenes to make something happen, or prevent something from happening with either a light touch, or if necessary, a firm hand. Only in your absence will I truly appreciate all you have done for the city. Simply said…

Thank you Chief,

Sincerely,

JamesFPeters-Sig
